The meeting convened at 6:00 p.m.
6:00 – 6:25 Enforcement Order, Lombardo Group – Mt Hunger Rd
Stream Destruction
Mike Parson from K,G, P & Associates and Erin Robertson from Webster-Ingersoll represented the owner Mr Lombardo. As directed the representatives created a restoration plan, procedure, and plant list. The intended work is to recontour the areas disturbed by logging, stabilize with jute, and plant according to plan. The plan develops low, mid, and upper story with some rapidly growing material. We asked for a 75% 2-year survivability. E Robertson worried about water; we suggested pumping from the well if the static level was sufficient. However, water is the installing contractors responsibility. Stream dried up at this time as it is outflow for the up gradient wetland. Plan to start work in next few days.
6:25 – 7:00 Public Meeting, Knoll, Stevens Lake, SMA RDA
Phil Timpane builder, and M Parson from K,G, P & Associates representing Knoll. Project is addition of Screen Porch, Studio and connection to existing Garage. Requires alteration of existing slope of approximately 32% and retention of new slope. Conditions of Determination of Applicability: 1) Final location of silt fence to stop erosion from entering 100 foot lake Buffer Zone, 2) Call D Logan 48 hours before start of work at 413.528.0109, and 3) provide Conservation Commission plan for post construction stabilization of disturbed areas, both short term and long term stabilization methods from M Tomich, LA. Approved with negative determination and sufficient conditions.
7:00 – 7:12 Public Meeting, Dube, L Garfield, WPA RDA – Worth Lane
Continued meeting. Repair and replacement of existing deck. We required plan of intentions. They provided scope of work from contractor Spencer Noel and drawing. That was sufficient information to issue a negative determination, N-5.
7:12 – 7:25 Public Meeting, Delmolino, L Garfield, SMA RDA
Wants to add 800+ feet to an existing driveway, in parallel to existing, to provide access to adjacent houses without their using his driveway close to his house. Will remove topsoil, add gravel, and finish with crushed stone. Future finish will be of oil and stone or blacktop. Project was approved with two conditions: 1) all disturbed areas will be seeded and mulched, and 2) every 100 feet there will be an offshoot swale to divert ditch water onto the open grassed areas. We do not want water running all the way down to the lake.
7:25 – 7:45 Public Hearing, Nault, L Buel, WPA ANOI
Richard Nault appeared representing himself. We opened the hearing and discussed the administrative issues related to his application. He received DEP File Number and comments. He had not notified abutters in the proper manner and is doing so now. We suggested continuing the Hearing until the 11 Oct 05 meeting. No public appeared during his hearing. We continued the hearing at 7:45.
7:45 – 8:10 Public Meeting, Pierce, L Buel, WPA RDA
Work in the Buffer Zone of L Buel just east of the Public Boat Ramp. Work consists of trenching to reposition an existing water line and to remove and replace an existing steel septic tank with a new one of concrete. 20 or 30 feet of existing driveway will be returned to grassed area as the new tank is not for heavy loading/drive over. Sufficient silt fencing is show on the drawing. Conditions: 1) all disturbed areas will be seeded and mulched, and 2) call D Dempsey 48 hours before start of work at 413.528.6996. The commission issued a negative determination, N-3.
General business:
1. David Logan submitted his resignation letter. He wanted to serve about 5 years and has served 8 years now. We thanked him for his great participation on the commission.
2. Chris Blair resigned from the chairmanship. Discussion ensued and David Dempsey volunteered to become chair. MACC suggests rotating the chair on a yearly basis so the burden can be shared.
3. We decided to hold the next meeting on Tuesday 11 October 2005.
4. Members were encouraged to register for the MACC training in Pittsfield in November. They are offering Commissioner training in units #1 and #3. We pay for the registration of all participants. C Blair has completed all 8 courses.
5. We did not review minutes from last meeting.
